In the past many municipalities were identified on covers.
Historically cities were incorporated as Boroughs (generally including one or more later cities), Towns then Cities. Examples are shown below.
Here is a selection from Melbourne, Australia, including:
Brunswick, Collingwood, Essendon, Fitzroy, Kew, Northcote & Preston.
For decades initials were used to identify them - e.g.. CCC for Collingwood City Council. Earlier it was C of F (City of Footscray). Earlier still B of F (Borough of Footscray).
Historically: Shire, Borough, Town, City.
The City of Melbourne is the business district. Thus more variety of covers. Including ones from Parks & Gardens.
May 2018 - #4009 - Borough of Sandridge (Port Melbourne). New covers added - Carnegie, St Kilda, Kew, Melbourne, Hawthorn and stylish roundel designed South Melbourne.
Multiple covers for - Footscray, Prahran & Essendon, Malvern.
June 2018 - 13 covers added.
July 2018 - 20 covers added!
